Genevieve Clifton has managed the Office of Maritime Resources in the NJ Department of Transportation since 2008. She has been actively involved in marine transportation issues since being hired as part of the original Maritime office team in 1997. In the fall of 2017, she assumed the additional responsibilities of the Office of Grants Management and the Office of Freight Planning – highlighting an emphasis within the NJDOT on coordinated freight system planning for the State that begins with the Marine Transportation System and integrates both rail and road modes, extending into the nation’s core. In 2023, Genevieve was asked to lead the Division of Multimodal Services for the Department. Subsequently, after a department reorganization, she was appointed Director of Maritime Resources and Construction Support. In this capacity, she continues to support all of New Jersey’s maritime resources while taking on new responsibilities overseeing the Department’s Change Control Board and Claims processes. Genevieve is dedicated to the balanced growth and development of New Jersey’s port, maritime, and marine transportation infrastructure. Following Superstorm Sandy, she led the Department’s emergency waterway response. She was subsequently tasked with overseeing a new State Channel Dredging Program to restore the state’s more than 200 navigation channels to a state of good repair. Ms. Clifton is currently leading the integration of the Department’s maritime program into the Capital Program Management unit, aligning NJDOT construction functions, while continuing to oversee the Federal Highway Administration’s Ferry Boat Program and multiple grant programs that fund marine infrastructure, navigation safety, and coastal resilience. In her expanded role, she is actively advancing maritime freight opportunities that benefit New Jersey’s distinctly multimodal transportation system, is leading the effort toward 100% beneficial use of dredged material and is developing partnerships necessary to implement strategic ecological and resilient coastal improvements, while advancing the strongest State Channel dredging construction program in the nation. Genevieve has earned a master’s degree from Seton Hall University in Public Administration, Diplomacy, and International Relations. Among numerous accolades, Genevieve is most proud of having been bestowed the high honor of Meritorious Public Service from the United States Coast Guard in 2021.
